Assistant Vice President for Safety & Risk Services and Chief Resilience Officer (CRO)

Marc Barker is the Assistant Vice President for Safety and Risk Services and Chief Resilience Officer for Colorado State University. Safety and Risk Services is a new unit resulting from an organizational restructure and oversees several departments within University Operations, including Environmental Health, Risk Management, University Policy Office, Clery Compliance Office, the CSU Police Department, and Emergency Management. Marc also serves as co-chair of the Pandemic Preparedness Team and will continue in a leadership role in all future Campus Emergencies, such as the pandemic.

Throughout his career in higher education, Marc has been persistent in his advocacy for military and veteran students.  Marc has provided testimony to the House and Senate Veteran Affairs Committee relative to the Post 9/11 GI Bill, and additional educational topics for military and veterans students.     He has presented on veteran and military education topics for the Council of College and Military Educators (CCME) National Symposium, the American Association of Collegiate Registrars and Admissions Officers (AACRAO) Annual Conference, the Department of Defense World Wide Education Symposium, the American Association of Community Colleges (AACC), and the Rocky Mountain Association of Collegiate Registrars and Admissions Officers (RMACRAO).  Prior to his current appointment to the NAVPA Executive Board, he served as the organization’s national Legislative Director.  Additionally, he has served on various community boards and panels dealing with military and veteran issues including the Kentucky/Tennessee Chapter of the Association of the United States Army (AUSA), and the Larimer County (CO) Veteran and Workforce Advocacy Panel.

Director, Chief Risk Officer, Risk Management & Insurance

Sally Alexander serves as Director and Chief Risk Officer for Colorado State University. She manages the operations of the office of Risk Management & Insurance (RMI) as well as leading institutional risk management efforts on campus. RMI operations include workers’ compensation, temporary modified duty, ergonomics, international risk management, self-insurance reserves, insurance program, claims management, special events, contract review, certificates of insurance, training, AED/CPR, and business continuity. She served on the Board of Directors of URMIA (2013-17) and co-chaired URMIA’s Governmental Regulatory Affairs Committee (GRAC 2013 – 17.) She has co-presented at URMIA conferences at sessions about “Exporting Risk Management:- Risk Assessment Workshop”, “Cost of Compliance”, and “Risk Management of Remote Research Sites.” In 2019 she was awarded CSU’s Office of International Programs, “Distinguished Service Award” in recognition of outstanding contributions to the internationalization of Colorado State University. She co-authored with Mary Breighner, edited by Jeanne M. Drewes, the updated edition of “Risk Management and Insurance Manual for Libraries” published in 2021 by the American Library Association. She is also the author of a series of children’s chapter books, “The Adventures of Caitlin and Rio.”

Prior to joining CSU in 2008, she worked for Larimer County as risk manager, and prior to that, she worked in risk management at the City and County of Denver. Originally from South Africa, she practiced law in the field of insurance law (both plaintiff and defendant work.) She has a bachelor of arts degree from the University of Witwatersrand, Johannesburg, South Africa; an LLB (bachelor of laws) degree from Rhodes University, Grahamstown, South Africa; a master’s in environmental policy and management (MEPM) from the University of Denver, Colorado. She also has her associates in risk management (ARM.) She graduated in May 2018 from CSU with her master’s of business administration (MBA.)

Dave Bradford, Director of Parking and Transportation Services
Dave Bradford

Director, Parking and Transportation Services

Dave has 25 years in the parking and transportation industry, 15 of those years as the Director of Parking and Transportation here at CSU. Dave earned his Certified Administrator of Public Parking (CAPP) certification and is responsible for oversight of Parking Services, Transportation Services, and Alternative Transportation. These areas are responsible for parking administration and enforcement, parking construction and maintenance, fleet and motor pool operations, fleet purchases and disposal, charter bus and rental car operations, and alternative transportation programs such as electric vehicle charging, SkiSU ski bus, the Around the HORN campus shuttle, bicycle and skateboard racks, and Bustang and City of Fort Collins Transfort partnerships. Dave serves on the CSU’s Masterplan Committee, Physical Development Committee, and Vision Zero Task Force.

Director, Support and Safety Assessment

Dwight has served at Colorado State University since 1985 and in his current role as Director of Support and Safety Assessment since 2010. The department coordinates systems to address the safety and welfare of students, faculty, and staff. Services include threat assessment and management, early intervention systems, and various security related programs. Dwight previously worked with the CSU Police Department in various positions, including oversight of the Investigations Division and Crime Lab. Dwight holds a Master of Science in Organizational Leadership from Chadron State College, a Graduate Certificate in Mediation from Colorado State University, and a Bachelor of Science in Natural Resources Management from Colorado State University.

Steve Burn, Director of Central Receiving
Steve Burn

Director, Departments of Central Receiving

Steve joined Colorado State University in 2000 as the Assistant Manager of Central Receiving and moved to the role of Director in 2004. Prior to that, he served for 12 years managing mail, shipping and receiving at Regis University, earning him over 30 years of leadership in Logistics. Steve is most proud of his team and the level of service they provide Colorado State University through their thirteen unique departments and programs.

Jay Callaghan

Chief of Police, Colorado State University Police Department

Jay Callaghan has 25 years of law enforcement experience.  He started his law enforcement career in 1994 with the Phoenix Police Department in Phoenix Arizona.  He moved to Norman, Oklahoma in 1996, and worked for the Norman Police Department until his retirement in 2018.  While at Norman PD, he served in a variety of operational and investigative positions.  In 2009, he was promoted to the rank of lieutenant and was responsible for operational oversight for patrol operations until transferring to training and support services in 2015 and remained in that role until his retirement.  In June of 2018, Jay transitioned to his next career as a security manager for Larimer County and was responsible for physical security planning and emergency response training for county employees.  In March of 2021, Jay was hired by CSUPD as the Patrol Services Captain.  He was promoted to Chief of Police in August of 2022.

Jay and his wife Danielle reside in Loveland and are proud dog parents to two rescues, Bella and Walter.  Jay volunteers his time as a 1st responder crisis counselor for Warrior’s Rest Foundation and in his free time, enjoys hunting in the high country, reading, staying physically fit, and spending time with his family.

Christie Fitzpatrick

Business Officer

Christie serves as the Business Officer for Safety & Risk Services, managing financials for SRS and various units within the division including the CSU Police Department, Environment Health Services, and Risk Management & Insurance.  This is a new role that was implemented in 2023 that she moved into after serving in various roles at the CSU Police Department since 2007.  Christie is an alumna of CSU, earning a Master of Business Administration (MBA) and Bachelor of Science in Business Administration with a Minor in Spanish. 

James Graham, Director of Environmental Health Services
Jim Graham

Director, Environmental Health Services

Environmental Health Services oversees safety-related issues across the university. EHS sections include Occupational Health, Public Health, Safety and Industrial Hygiene, Chemical Management, a Water Quality Lab, and Radiation Management.

Jim has been the director of EHS since 2009 and has worked in EHS since 1995. He received a Bachelor’s degree in Wildlife Biology and a Master’s degree in Health Physics from CSU. Before working in EHS he worked in the Marshall Islands measuring the atomic bomb fallout from the US testing and on numerous wildlife/fisheries research projects.

Tammy Hunt Manager, University Policy Office
Tammy Hunt

Director, University Policy Office

Tammy Hunt serves the university as the Manager of the University Policy Office. In this role, she assists university policy owners with regular reviews and updates to university policy, as well as assisting in the drafting and implementation of new policies. She also serves as the Chair of the Commitment to Campus program.

Before coming to the university, Tammy’s experience included over 15 years in the legal field working in a variety of areas of law, including civil, criminal, probate, real estate, and administrative. During that time, she had the opportunity to serve as a member of the Probate Rules and Forms Committee and taught legal research and legal terminology at Front Range Community College. Additionally, she brings a perspective to her policy work shaped by several years in the accounting and medical fields, as well as owning her own business.

Rebecca Miller Clery Compliance Program Director
Rebecca Miller

Director, Clery Compliance Program

As the Clery Compliance Program Director Rebecca oversees Colorado State University’s compliance with the Clery Act. She works closely and collaboratively with many units including CSUPD, OGC, Athletics, Title IX, and Student Conduct to ensure that CSU is meeting the many Clery Act requirements and strives every day to make CSU a safer, more well-informed campus. Before joining SRS, Rebecca worked in direct practice clinical social work and regulatory compliance for research with human subjects.

Nik Olsen

Director for Crisis Communications and University Public Information Officer

Nik serves as Director of Crisis Communications and Public Information Officer for Colorado State University. He works with colleges and divisions across the university to coordinate and communicate information and messaging protocol. As Public Information Officer, he is designated media contact for the CSU Police Department and assists in outreach for CSU Public Safety Team. Nik is an alum of CSU and worked as a staff newspaper reporter for the Greeley Tribune then Fort Collins Coloradoan. In his prior roles at CSU, Nik worked in the Office of the President where he served as assistant chief of staff. Nik earned a master’s degree in organizational leadership from Colorado State University Global.

Director of Emergency Management

Nicole serves as the Director of Emergency Management for Colorado State University. Prior to serving in this position, Nicole spent over 15 years in Housing & Dining Services at CSU as a Fire Safety student intern as well as serving in two full-time professional roles as a Safety Coordinator and Assistant Director of Emergency Management. Work experience included management of data, program development, public education and outreach, building and apartment inspections, procedure and policy writing and development, and tailored adult education for college students and employees. During her time as a student staff member, Nicole completed her undergraduate degree receiving a Bachelor of Science in Fire & Emergency Services Administration. Nicole continued her academic journey at CSU completing a Master of Education and Human Resource Studies with a specialization in Adult Education and Training.
